Cộng Đồng Việt Nam Oregon có buổi họp khoáng đại dành cho Ban Tham Vấn, Ban Giám Sát, Ban Chấp Hành, các tổ chức, đoàn thể, và nhân sĩ tham dự. Buổi họp được tổ chức tại Portland Oregon ngày Thứ Tư, 23 tháng 11 năm 2022. Các vị đại diện và những người tham gia đã gặp gỡ, thảo luận và cùng đưa ra tuyên cáo sau:
TUYÊN CÁO
Chúng tôi viết bản Tuyên cáo này để tuyên bố rằng chúng tôi không ủng hộ và chúng tôi phản
đối hành động của bất kỳ cá nhân hay tập thể nào có liên lạc hoặc có quan hệ với Cộng sản Việt
Nam và những ai hoàn toàn coi thường quan điểm và sứ mệnh của Cộng đồng người Việt và
người Việt tỵ nạn tại Oregon.
Chúng tôi cực lực phản đối hành động của bất kỳ cá nhân hoặc nhóm nào vi phạm những gì
chúng tôi đại diện, và hành động của họ không phản ánh VNCO hoặc Người tị nạn Việt Nam tại
Oregon vì những lý do sau:
1. Cộng Sản Bắc Việt đã vi phạm Hiệp Định Paris 1973, cưỡng chiếm nước Việt Nam Cộng Hòa ngày 30-4-1975 và ngay sau đó áp đặt một chế độ độc tài, áp bức trên toàn miền Nam Việt Nam. Những người Việt Nam không chấp nhận chế độ cộng sản tàn bạo buộc phải liều mạng để đi tìm tự do. Hàng chục nghìn người tị nạn này đã định cư tại tiểu bang Oregon, Hoa Kỳ và chọn tiểu bang này thành quê hương mới của họ.
2. Trong 47 năm qua, cộng đồng người Mỹ gốc Việt tại Oregon đã cùng nhau đoàn kết và có những đóng góp to lớn cho văn hóa, xã hội, tôn giáo, chính trị và kinh doanh trên khắp Oregon,
bất chấp nỗ lực của nhà cầm quyền Cộng sản Việt Nam nhằm ngăn chặn điều này bằng các biện pháp phá hoại thông qua Nghị quyết 36 tìm cách thui chột sức mạnh và chia rẽ sự đoàn kết của cộng đồng tị nạn.
3. Hơn 47 năm qua, cộng đồng người Mỹ gốc Việt tại Oregon không những tôn vinh và gìn giữ Lá Cờ Vàng Ba Sọc Đỏ của Việt Nam Cộng Hòa, biểu tượng của tự do dân chủ, mà còn thuyết phục được các nhà lãnh đạo tiểu bang và địa phương nhận ra và chia sẻ trong lý tưởng này. Kết quả là ngày 28 tháng 4 năm 2007, ông Theodore R. Kulongoski, cựu Thống đốc Oregon, đã ký nghị quyết công nhận Cờ Vàng Ba Sọc Đỏ là Lá Cờ Tự Do và Di Sản của cộng đồng người Mỹ
gốc Việt tị nạn.
4. Người Việt tị nạn tại Oregon không chấp nhận những hành động tàn bạo và áp bức của chế độ Cộng sản tại Việt Nam và những âm mưu hòa giải giả dối của nó để lật đổ và lừa dối cộng đồng tị nạn của chúng ta. Rõ ràng là chúng ta đã không và sẽ không bao giờ hợp tác với những người cộng sản ở Việt Nam dưới bất kỳ hình thức nào.
5. Nhiệm vụ của những người Việt tỵ nạn may mắn tìm được “Tự Do Dân Chủ” tại Hoa Kỳ là phải kiên trì vận động và tranh đấu để đem lại tự do dân chủ cho dân tộc và đất nước Việt Nam.
6. Với sự hỗ trợ của cộng đồng người Việt tị nạn tại Oregon, một số người trẻ của chúng ta gần đây đã trở thành dân biểu tiểu bang. Trong khi chúc mừng thành công của các bạn trẻ này, chúng tôi kêu gọi họ hãy hiểu rõ những điều đã nói ở trên và giữ vững khát vọng Tự Do Dân Chủ mà ông bà cha mẹ họ đã hy sinh để có được. Những người trẻ này giờ đây có cơ hội và trách nhiệm lớn lao trong việc sử dụng các vị trí dân cử để gây áp lực buộc nhà cầm quyền Cộng sản Việt Nam phải tôn trọng tự do, dân chủ và nhân quyền tại Việt Nam.
Các vị dân biểu mới được bầu của Oregon có “cơ hội vàng” để vận động cho các chính sách nhân quyền tốt hơn.
Vì những lý do này, giờ đây chúng tôi thống nhất:
1. Tuyên bố công khai rằng chúng tôi không dung thứ cho các hoạt động chính trị, trong quá khứ hay hiện tại, kể cả các hành động với chính quyền Cộng sản Việt Nam, một chế độ vẫn tiếp tục đàn áp dã man đồng bào của chúng ta. Bất kỳ cá nhân hay nhóm nào, hành động của họ là theo ý riêng của họ và không liên quan cũng như không phản ánh lợi ích của cộng đồng người Việt tị nạn tại Oregon.
2. Các cá nhân hoặc nhóm có thể đại diện cho Cộng đồng Người Việt tại Oregon có thể có những hành động nhằm gây hiểu lầm là Cộng đồng Người Việt tại Oregon của chúng tôi có một mối
quan hệ chặt chẽ hay có mục đích hợp tác với Cộng sản Việt Nam. Chúng tôi yêu cầu họ chấm dứt ngay mọi hành động và biểu hiện như vậy, dù cố ý hay vô ý, có lợi cho nhà cầm quyền Cộng Sản Việt Nam.
3. Chúng tôi kỳ vọng và khuyến khích các cá nhân và/hoặc các nhóm nói rõ với chính quyền cộng sản Việt Nam rằng việc họ tôn trọng nhân quyền, tự do ngôn luận và thúc đẩy dân chủ là
điều kiện để cải thiện quan hệ và hợp tác giữa nước Cộng hòa xã hội chủ nghĩa Việt Nam và tiểu bang Oregon.

STATEMENT OF THE VIETNAMESE COMMUNITY IN OREGON
To Our Vietnamese Compatriots and Vietnamese Refugees Living in Oregon, USA
At 6:35 PM on Wednesday, November 23 rd , 2022, a statewide meeting of representatives of various Vietnamese communities in Oregon was held at our office at the Vietnamese Community of Oregon (VNCO) in Portland, Oregon.
Present at the meeting were:
– Our VNCO Executive Board, Supervisory Board, and Advisory Board
Representative of the Republic of Vietnam’s Veterans Association in Oregon
– Representative of the Thu-Duc Academy Alumni Association in Oregon and The Vicinity
– Representative of the Political War College Friendship Association in Oregon
– Representative of the Movement of Performing Artists and Writers for a Future of Vietnam in Oregon
– Many dignitaries of various Vietnamese communities in Portland Metro area
The above convening representatives and participants met, discussed, and jointly announced the following declaration.
STATEMENT
We write this Declaration to state that we do not support, and we oppose the actions of any individuals or any group in contact or connection with the Vietnamese Communists and those who completely disregard the point of view and missions of the Vietnamese Community and Vietnamese refugee in Oregon.
We oppose the actions of any individuals or groups that violate what we stand for, and their actions do not reflect VNCO or the Vietnamese Refugees in Oregon for the following reasons:
- North Vietnamese communists violated the 1973 Paris Accord, forcibly occupied the Republic of Vietnam on April 30, 1975, and immediately thereafter imposed a dictatorial, oppressive
regime throughout South Vietnam. Vietnamese people who did not accept the brutal communist regime were forced to risk their lives to pursue freedom. Tens of thousands of these refugees have settled in the state of Oregon, USA and made this state their new homeland. - Over the past 47 years, the Vietnamese-American community in Oregon has come together to unite and make great contributions to culture, society, religion, politics, and business throughou Oregon, despite the Vietnamese Communist government’s effort to thwart this via the subversiv Resolution 36 that sought to undermine the strength and divide the solidarity of the refuge community.
- Over the past 47 years, the Vietnamese-American community in Oregon has not only honored and preserved the Yellow Flag with the Three Red Stripes of the Republic of Vietnam, a symbol of freedom and democracy, but also persuaded state and local leaders to recognize and share in this ideal. As a result, on April 28, 2007, Mr. Theodore R. Kulongoski, former Governor of Oregon, signed a resolution recognizing the Yellow Flag with Three Red Stripes as the Flag of] Freedom and Heritage of the Vietnamese-American refugee community.
- The Vietnamese refugees in Oregon do not accept the brutality and oppressive actions of the Communist regime in Vietnam and its false reconciliation plots to subvert and deceive our refugee community. Unequivocally, we did not, and will never cooperate with the communists in Vietnam in any way.
- The task of the Vietnamese refugees who were fortunate to find “Freedom and Democracy” in the United States is to persevere in campaigning and fighting to bring freedom and democracy to the people and country of Vietnam.
- With the support of the Vietnamese refugee community in Oregon, some of our own young people have recently become state representatives. While we celebrate the success of these young people, we urge them to understand the above-mentioned statements and uphold the aspirations about the Freedom and Democracy that their grandparents and parents sacrificed for. These young people now have a great opportunity and responsibility to use elected positions to pressure Vietnamese Communist rulers to respect freedom, democracy, and human rights in Vietnam.
The newly elected Oregon State Representatives have “golden opportunities” to advocate for better human rights policies.
For these reasons, we now stand united to:
- Publicly announce that we do not condone political activities, past or the present, including actions with the Vietnamese Communist government, a regime that continues brutally repressing our compatriots. Any individuals or groups, their actions are their own accord and neither relate to nor reflect the interests of the Vietnamese refugee communities in Oregon.
- Individuals or groups that may represent the Vietnamese Community in Oregon may have actions that may falsely project a close relation or co-operation between our Vietnamese Community of Oregon and the Vietnamese Communists. We request that they immediately stop acting and displaying all such actions, intentionally or unintentionally, that benefit the Vietnamese Communist government.
We expect and encourage individuals and/or groups to make it clear to the Vietnamese communist government that their respect for human rights, freedom of speech, and promotion of democracy are conditions for the improvement of relations and co-operations between the Socialist Republic of Vietnam and the state of Oregon.
